The City of Des Plaines is classified as an entitlement community with a population of over 50,000 and receives an annual allocation of Community Development Block Grant (CDBG) funding from the Department of Housing and Urban Development (HUD).With these funds, The City provides low-and moderate-income households with financial assistance to perform eligible home rehabilitation projects. The City has partnered with the Northwest Housing Partnership to assist homeowners through this process. Find out more about the programs by downloading this flyer.
In previous years, the City has granted CDBG funds for the following programs:
- Home Rehabilitation Programs
- Financial Assistance for Public Service Programs
- Public Facilities and Infrastructure Improvement Programs/Capital Improvements

Consolidated Annual Performance and Evaluation Report (CAPER)
A draft of the Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2023 (October 1, 2023 to September 30, 2024) is available for public comment. The report details how CDBG funding was used this program year.
The full draft is available at this link or in hardcopy on the third floor of City Hall, 1420 Miner Street. Public comments can be submitted to Samantha Redman at sredman@desplainesil.gov from November 13 to December 2, 2024. A public hearing will be held during the regularly scheduled City Council meeting on Monday, December 2, 2024 at 7 p.m. in Room 102 of Des Plaines Civic Center. The full plan must be submitted to HUD by December 29, 2024.
