Transportation Requests
Transportation-related requests, including parking issues, speeding concerns, neighborhood traffic and intersection safety concerns, can be submitted to the City for review and investigation by the City's Staff Traffic Advisory Committee (STAC). Representatives from Public Works & Engineering, Community & Economic Development, Police and Fire Departments will review and provide a response and/or recommendation based on available data, standards and best practices.

In your request, please includes as much background information as possible and contact information. For example, if there is a concern at the traffic signal, indicate the time-of-day, day-of-week, and precise nature of the issue (e.g. EB-WB left turn signal too short).

Review Process
The Committee will review the request/concern and determine if it is within the City's jurisdiction or needs to be forwarded to another transportation agency (IDOT, Cook County Highway, Maine Township, etc). For example, most of the arterials and nearly all of the traffic signals in the city are under the jurisdiction of IDOT.
The City will provide a preliminary response to the requester to let them know we are looking into the matter with an estimated response time.
The investigation may require field observations, crash report, speed study and review of federal/state/local guidance and best practices. The STAC will review and make a recommendation and then provide a formal response to the requester.
If action is necessary, the City typically provides public notice to impacted stakeholders with an opportunity for public comment. Items that require regulatory change are often implemented by temporary police order to test the situation and to avoid delay, and then if the implemented change proves favorable, an ordinance is presented to the City Council to make the change permanent.
Request for Neighborhood Traffic Study
Residents who have concerns about traffic in their neighborhood can submit a request for a a formal traffic study of their street to determine whether traffic calming measures are warranted. However, in order for the City to initiate this process, at least 65 percent of the households on the subject block must sign and submit a Traffic Management Petition to allow for a thorough review, prioritization and ranking of petitioned projects, given limited funding. Should the City approve a petition based on available data and other factors, the cost of these projects would need to be shared between the City and the petitioners.
