The City plans and prioritizes capital improvements, which includes "fixed" assets, such as streets, utilities and drainage systems, facilities/buildings, vehicles and equipment. 

Over the last several years, the City has invested an average of about $20 million each year toward capital improvements, with the majority going to infrastructure - like streets, water and sewer. The City strategically plans and saves for these major projects, and does not issue bonds (similar to loans), which saves the City (and taxpayers) on extra costs from interest.

The City Council has historically designated 100% of the City's share of gaming revenue from wagering and admission taxes directly to fund Capital expenses, which is between $5.6 million and $8.4 million annually.

• Equipment Replacement - Specialized, large, expensive and longer-lasting equipment, such as fire apparatus, squad cars and dump trucks, etc. 
• IT Replacement - Maintenance and upgrades to the City's computer and copier network.
• Facilities Replacement - Reserves for the systematic replacement or renovation of City facilities.

The City’s Capital Improvement Program identifies project needs for the next five years and plans for the expenditure of special revenues to fund improvements (considering the financial resources available). The annual budget then approves and allocates funds for specific projects for that year.

This five-year plan is developed by inventory assessment and determining priority projects. The City utilizes the PAVER Pavement Management Program to evaluate pavement conditions and compare various budget scenarios to select project candidates. Utility improvement needs such as water system, sanitary sewers and storm drainage are also considered in compiling the plan.
